Youth Mental Health

 

 

Mr. Coon: My question is for the Minister of Education. To address youth mental health, an Integrated Service Delivery approach for children and youth was instituted at two demonstration sites in 2011—one in Charlotte County and another in the Acadian Peninsula. As a result, children and youth have received more timely and comprehensive services than were available before. In fact, the waiting lists for mental health and addiction services have been eliminated in those regions.

My question is for the Minister of Education: When will an Integrated Service Delivery Child and Youth Development Team be established in every region of New Brunswick?

Hon. Mr. Rousselle: Mr. Speaker, with your permission, I will take that question under advisement, and I will get back to the House with the information.

Mr. Coon: Youth and children have a right—an actual right—to access mental health services, but, outside the two regions that have been piloting Integrated Service Delivery over the past four years, no such access is available. Only one in five children and youth will be diagnosed, and those who are diagnosed wait far too long to receive appropriate care. Until Integrated Service Delivery Child and Youth Development Teams are rolled out across the province, my question is this: What does the minister propose to do in the meantime to ensure that students can exercise their right to access mental health care?

Mr. Coon: I appreciate that. However, New Brunswick has a high rate of hospital visits by children and youth presenting with mental illnesses. This is really a symptom of a failure in our mental health care system. We need to intervene much earlier in child and youth mental health. My question is this: Will the minister undertake to meet with the Minister of Health and report back to this House on how this need for early intervention with students will be achieved and achieved quickly? Thank you.

L’hon. M. Rousselle : Je demande votre permission pour répondre à une question qui m’a été posée hier. Elle provenait du chef du troisième parti à la Chambre, et j’avais demandé à la prendre en considération.

L’hon. M. Rousselle : Hier, une question m’a été posée concernant la livraison de services intégrés dans la province, et plus spécifiquement à l’égard de projets pilotes dans la Péninsule acadienne et dans le comté de Charlotte.

Je veux d’abord préciser que ces projets pilotes ont été très, très, très positifs, c’est-à-dire que nous sommes très satisfaits des résultats. Un travail incroyable a été fait par différents ministères et agences, soit le ministère de la Santé, le ministère de l’Éducation et du Développement de la petite enfance, le ministère du Développement social, le ministère de la Sécurité publique, les réseaux de santé, Vitalité et Horizon, ainsi que deux districts scolaires. Tous ces gens ont vraiment travaillé ensemble.

Compte tenu des effets très positifs des projets pilotes, nous avons pris, en tant que gouvernement, l’engagement de mettre en place de tels projets partout dans la province.

Voilà ce qui répond spécifiquement à la question. J’aimerais préciser à quel point j’apprécie les questions du chef du troisième parti à la Chambre, puisqu’il ne me parle jamais des chances de gagner à la loterie.

Mr. Coon: The Integrated Service Delivery program for those two pilot projects was very successful. It was a huge success that resulted in direct help for youth and children, students who had behavioural or mental health problems. It continues to provide access to those services. In other words, it is acting directly on the right to access mental health services that children and youth have.

My question was: What is the timeline? We cannot wait any longer. The success has been proven. Those services need to be rolled out and be made available to students in every region of this province. We cannot wait until the end of this government’s term.

L’hon. M. Rousselle : Comme je l’ai indiqué, il y avait deux projets pilotes, et les résultats sont très positifs. Notre engagement est donc de continuer à faire la mise en oeuvre de ce programme partout dans la province. Je dois dire que, il y a deux ou trois semaines, nous étions encore réunis pour regarder aux façons d’y arriver.

Donc, je n’ai pas de date précise à donner au chef du troisième parti à la Chambre, mais je peux lui assurer que nous travaillons à ce projet important, car nous croyons dans la santé mentale des jeunes. Il s’agit d’un sujet qui préoccupe, j’en suis certain, tous les parlementaire des deux côtés de la Chambre, et nous allons continuer à travailler afin d’atteindre notre objectif.
